Newport News, VA drunk driver charged with DUI & manslaughter

William Charles Burns, the individual accused of killing Andy Starmer, the tow truck driver working on a disabled vehicle on I-64 Sunday evening was charged yesterday with DUI -manslaughter.

The charge of aggravated manslaughter carries a maximum sentence of 20 years in prison.

Starmer who would be 37 tomorrow, was thrown 100 feet past the front of his tow truck from the impact of the accident.
