Suspected drunk driver kills tow truck driver on I-64 shoulder in Newport News, VA

Andy Starmer, who would be turning 37 this week, was struck and killed by William Charles Burns Sunday night on the shoulder of I-64 in Newport News. Starmer was working on a disabled vehicle when a 2005 Mitsubishi ran into him. The Superior Towing tow truck lights were flashing at the time of the accident.

Andy Starmer was pronounced dead at the scene on around 8:30 p.m. Sunday.

Sgt. Michelle Cotten, a spokeswoman for state police, said alcohol was a factor in the accident.

It has not yet determined how fast Burns was driving or whether speed was a factor in the crash.
